DATA PROCESSING USER’S COMMITTEE

The data processing user’s committee is established and shall consist of those department heads who currently use automated services.

2.84.020 Duties.
The data processing user’s committee, as an advisory board to the board of county commissioners, shall be responsible to:
(1) Review short and long-range plans for hardware and applications software;
(2) Review all new systems development for justification based on need and cost;
(3) Establish priorities for system development;
(4) Promote standardization of system efforts throughout the county;
(5) Insure compatibility between systems to avoid duplication and inflexible system;
(6) Review allocation of hardware and software between users.

2.84.030 Administration.
It is the responsibility of the director of the department of internal management to develop a professional staff to manage the in-house data processing system on a day-to-day basis. In this capacity, the director is responsible for all personnel matters, scheduling of operations, scheduling of work assignments, etc., with the common goal and objective being to comply with the county’s data processing plan as adopted by the board of county commissioners through the data processing user’s committee.

2.84.040 Membership.
(a) The data processing user’s committee shall consist of the elected assessor, auditor, clerk, treasurer, sheriff, prosecuting attorney, coroner, a representative of the superior court and district court, and the following department heads appointed by the board of county commissioners: internal management, community development, personnel and human resources, public works, CENCOM, juvenile, cooperative extension, fair and parks, office of assigned counsel, and KCARP.
(b) Each member shall have one vote on the user’s committee which can only be delegated to a representative in the absence of the elected official or department head on matters pertaining to that absent member’s department. In the event an elected official or department head cannot attend meetings on a regular basis, he/she may submit an alternates name as a proxy in writing to the full committee for approval.
(c) The data processing division head shall be staff to the user’s committee in a nonvoting capacity. The secretary of the department of internal management shall be secretary to the committee.

2.84.050 Meetings.
The user’s committee shall meet on an as-needed basis but not less than every other month.
