9.14.010 Facility use procedures.
The director of public works shall establish use procedures for the facility. These procedures shall include at a minimum any prohibited wastes, and a use agreement.

9.14.100 Disposal rates for the storm water system maintenance waste processing facility.
(a) Unincorporated Areas. There shall be no charge for disposal of storm water systems maintenance wastes generated during maintenance of storm water systems serving residential and commercial areas (exclusive of industrial areas), located within the boundaries of unincorporated areas.
(b) Incorporated Areas. The rates for disposal of storm water systems maintenance wastes generated during maintenance of storm water systems serving residential and commercial areas (exclusive of industrial areas), located within the boundaries of incorporated areas are established as follows:

* One load is equal to or less than the capacity of a typical tandem axle eductor truck (2020 gallons).
(c) Additional fees and charges applicable to disposal at the storm water system maintenance waste processing facility are established as follows:
(1) A fee of 1.5% per annum on the unpaid balance on any account over thirty days past due or the maximum permitted by law, whichever is more.
(2) A twenty dollar processing fee will be charged on all non-sufficient funds (NSF) checks.
(d) Disposal rates pursuant to this chapter shall be adjusted from time to time to reflect wastewater treatment costs, solids disposal costs and other facility operational costs.
(e) These rates will be posted at the storm water system maintenance waste processing facility at the Central Kitsap Wastewater Treatment Plant. Rates may be varied from those established in this chapter by direct contract with Kitsap County.
