9.16.010 Disposal rates for solid waste drop-box facilities.

The rates established in this section shall be the maximum rate that can be charged by the operator of any county-controlled solid waste drop box disposal site in Kitsap County. By definition and for the purpose of this chapter, a “county-controlled drop box facility” is one actually owned and operated by the county or one owned by the county and operated by a private company through a service agreement. A drop box facility transfers small loads of solid waste from private vehicles into larger refuse containers that are hauled to the Olympic View Transfer Station.

Beginning August 6, 2001, the maximum rates which may be charged for disposal of solid waste at drop-box facilities will be in accordance with the following schedule:

9.16.015 Disposal rates for the Olympic View Transfer Station.

(a)    The rates for disposal at the Olympic View Transfer Station and related fees and charges will be established by resolution by the board of county commissioners and may be adjusted pursuant to the service agreement between Kitsap County and the operator of the Olympic View Transfer Station. The current rate schedule is available from the Kitsap County public works department, solid waste division and the scale house of the Olympic View Transfer Station.

(b)    The rates described in subsection (a) are established to cover the costs of the transfer station’s operations required by the Kitsap County Transfer Station Service Agreement, KC-00-479, and fund programs identified in the comprehensive solid waste management plan and the moderate risk waste management plan which are conducted by Kitsap County public works solid waste division and the Kitsap County health district.

(c)    Rates may be varied when established otherwise by direct contract with Kitsap County. The board of commissioners hereby expressly delegates authority to the department of public works solid waste division manager to alter rates in accordance with written policies as approved by the board of commissioners.
