16.24.010 Conformance with zoning and Comprehensive Plan provisions required.

A subdivision shall conform to the applicable zoning standards of the Kitsap County Zoning Ordinance codified in Title 17, and shall be in keeping with the general guidelines of the county’s Comprehensive Plan.

16.24.020 Access.

Each lot in a subdivision shall be provided with satisfactory access by means of a street leading to an existing developed publicly owned street.

16.24.040 Streets – Location, alignment and name.

The location, alignment and name of streets within the subdivision shall be controlled by existing streets within a radius of one mile from the boundaries of the proposed subdivision excepting where topography or some physical feature eliminates the possibility of connecting these streets should such be required in the future.

16.24.050 Streets – Reserve strips or street plugs.

Reserve strips or street plugs controlling access to streets will not be approved unless necessary for the protection of the public welfare or of substantial property rights and in these cases they shall be required. The control and disposal of the land comprising such strips shall be placed within the jurisdiction of the county.

16.24.060 Streets – Dead-end.

Where necessary to give access to or permit a satisfactory future subdivision of adjoining land, streets shall be extended to the boundary of the subdivision and the resulting dead-end streets may be approved with a cul-de-sac.

16.24.070 Streets – Half-streets.

Half-streets shall be prohibited, except where essential to the reasonable development of the subdivision in conformity with the other requirements of these regulations and where it will be practicable to require the dedication of the other half when the adjoining property is subdivided. Wherever a half-street is adjacent to a tract to be subdivided, the other half of the street shall be platted within such tract.

16.24.080 Streets – Widening required when.

Whenever existing streets adjacent to or within a tract are of inadequate width, additional right-of-way shall be provided at the time of subdivision.

16.24.130 Subdivisions bordering bodies of water.

Where a subdivision borders upon a publicly owned or controlled and/or meandered body of water, right-of-way no less than sixty feet in width may be required to extreme low water owned by the person subdividing the property. Pedestrian easements, streets or parkways parallel to such watercourses may be required.

16.24.140 Subdivisions bordering fishing lakes or streams.

Where a subdivision borders a year-round lake or stream managed for fishery, an easement to preserve the natural vegetative cover adequate to filter silt and other debris from upland development and maintain constant and adequate water temperature may be required pursuant to recommendations made by relevant state agencies.

16.24.150 Storm water easement – Drainage right-of-way.

If a subdivision is traversed by a watercourse such as a drainage way, channel or stream, there shall be provided a storm water easement or drainage right-of-way conforming substantially with the lines of the watercourse and such further width as will be adequate for the purpose.

16.24.160 Pedestrian ways.

When desirable for public convenience, pedestrian ways may be required to connect to cul-de-sacs or to pass through unusually long or oddly shaped blocks.

16.24.170 Fire hydrants.

Fire hydrants when required, shall be spaced not more than three hundred feet in commercial areas and six hundred feet apart in residential areas and water lines shall be adequate to allow a minimum fire flow of five hundred gallons per minute in addition to normal consumptive use.

16.24.180 Water supply and sewer system.

Where an approved public water supply and/or an approved public sewer system is available to the subdivision, connection thereto may be required upon the recommendation of the health officer.

16.24.200 Slope.

As slope increases, residential lot sizes should increase to avoid the problems of drainage, siltation, flood control and accessibility which frequently are attributable to over-development of slope areas.

16.24.210 Lot side lines.

The side lines of lots, as far as practicable, should run at right angles to the street upon which the lots face.
