2.22.010 Creation.
There is created a Kitsap County department of corrections.

2.22.020 Department head.
The department of corrections shall be headed and supervised by a department of corrections director whose duties shall be as provided in Section 2.22.030.

2.22.030 Director – Duties.
(a) The director shall supervise and coordinate the functions of the Kitsap County district court probation department and staff.
(b) The director shall supervise the Kitsap County jail corrections program. His duties shall include the coordination of available resources; program innovation; recruitment and retention of Kitsap County jail corrections program staff; in-service program staff training; overall program development, implementation, and disciplinary action with the approval of the advisory board; financial supervision of work-release participants; and the determination of the proper program for each court referral to the Kitsap County jail corrections program.
(c) The director shall not be responsible for the security of the jail but he shall be directly responsible for recommending all disciplinary action taken for prisoners participating in the Kitsap County jail corrections program who infringe upon any security procedure.

2.22.040 Work-release coordinator and community resource counselor.
The staff of the department shall initially include a work-release coordinator and a community resource counselor. The work-release coordinator shall coordinate rehabilitation services for persons confined in the Kitsap County jail and shall be directly responsible to the director.
The community resource counselor shall assist the work-release coordinator and shall be directly responsible to the director.

2.22.050 Jail superintendent.
There shall be a jail superintendent who shall be directly responsible to the Kitsap County sheriff. It shall be the duty of the jail superintendent to direct all activities of the county jail including the supervision of all jail employees and prisoners. The jail superintendent shall perform his duties in accordance with policies determined by the sheriff. The jail superintendent shall coordinate jail security procedures and services offered by the corrections program.

2.22.070 Activities coordination with superior court investigation officer.
The department of corrections shall coordinate its activities with the superior court investigation officer, who shall assist in the development of correction services. The superior court investigating officer shall be directly responsible to the superior court judges of Kitsap County.

2.22.080 Cooperation with state agency.
The department of corrections shall coordinate and cooperate with the Washington State Adult Probation and Parole Division of the Department of Social and Health Services.
